But since county procurement procedures require that any service or commodity expected to bring in more than $20,000 a year be competitively bid, Batshoun was told the county needed to bid the space.
According to county records, Global Business Solutions submitted a bid of $9 per square foot per year for the additional space, but county officials say that is far below fair-market value for the property. The company is paying $14 a square foot per year to rent its current space on the second floor. The company was the only bidder on the ground level space.
